Not all of them anymore. Since October 1, 2026, Meta charges for WhatsApp service messages once a business phone number sends more than 1,000 in a month. Those are the free-form replies you send a lead inside the 24-hour window. The first 1,000 stay free.

This guide covers WhatsApp service message pricing in plain numbers. You'll see what changed, what a reply costs in your leads' countries, and how to count the messages in your flows. It also explains why some tools now block replies with an "insufficient balance" warning.

## What counts as a WhatsApp service message?

A service message is any reply that isn't a pre-approved template. Text, images, voice notes, buttons, and list menus all count, as long as you send them inside the window. Meta's pricing docs define the category as "any non-template message not powered by the Meta Business Agent Platform." They add that these "can be powered by a 3rd-party AI solution or people."

That last part matters for coaches. A reply typed by you, by an assistant, or by an AI setter plugged into the API is the same category and the same price. Who wrote it doesn't change the bill.

The window itself hasn't changed. Per Meta's service messages docs, "a 24-hour timer called a customer service window starts" when a lead messages or calls you. Each new message from them resets it. One message gets one charge. Meta is explicit that a message "only has 1 of the 5 categories and thus can only incur up to 1 charge."

## What changed on October 1, 2026?

Two kinds of replies that used to cost nothing are now billed. Service messages had been free since November 1, 2024. Utility templates sent in response to a lead, inside an open window, had been free since July 1, 2025. Both became chargeable on October 1, 2026, by your Messaging account's timezone.

The free allowance belongs to the phone number, not to your account or your tool. Meta's wording: "For each business phone number, Meta provides 1,000 free service messages per month, which do not roll over but reset monthly. Thus, Meta only charges as of the 1,001st service message for each business phone number."

## How much does a WhatsApp service message cost?

The price depends on the lead's country calling code, not on where you live. Meta's rate card sets one service rate per market, and in every market on the current USD card it matches the utility rate. Service messages get no volume discounts; Meta's tiers apply to utility and authentication only.

Here are the per-message service rates for markets coaches often sell into, from Meta's USD rate card effective October 1, 2026:

Look at the spread. The same thousand replies cost $3.40 to North American leads and $55.00 to German ones, about 16 times more. A flow that's a rounding error for a US coach becomes a real line item in Germany, or in the Netherlands at $0.05.

Your Messaging account's currency decides how you're invoiced. Meta publishes cards in 16 currencies, so check the one your account uses.

## Which WhatsApp replies are still free?

Four things still cost nothing from Meta. The first 1,000 service messages per business number each month. Every message a lead sends you. Messages inside a free entry point window. And, for eligible government and non-profit organizations, service messages beyond the free tier through December 31, 2027.

The free entry point window is the one coaches can plan around. When a lead messages you from a click-to-WhatsApp ad on Android or iOS, a free entry point window can open. It starts when you reply inside the 24-hour window. Per Meta, it "may remain open for up to 7 days," and while it's open, marketing, utility, authentication, and service messages aren't charged. Older guides, including some of ours, say 72 hours. Meta's current docs say up to 7 days.

The exception is Meta's own AI. Messages powered by Meta Business Agent are charged everywhere, at $2.00 per million tokens, which Meta estimates at about 4 to 5 cents per message. That's a different product from a third-party setter.

## Why does WhatsApp say "insufficient balance" when I reply?

"Insufficient balance" isn't Meta's wording. It comes from tools that pay Meta's charges out of a prepaid balance. Since October 1, those balances also pay for free-form replies once a number passes 1,000 service messages. An empty balance now stops replies, not just templates.

Manychat is the clearest example. Its help center says that once you share your WhatsApp credit line, "your Manychat Wallet will be used to pay for billable messages." The charge comes out right after delivery. Its wallet docs say that when the balance can't cover the next send, "any associated automations will be paused." Meta's own rule sits underneath every tool. With no payment method on the Messaging account, Meta delivers service messages within the free tier and stops delivering them once it's used up.

If replies are blocked, check these in order:

1. **The balance itself.** At or near zero is the most common cause.
2. **Auto-refill.** In Manychat it's a setting you turn on, with a minimum amount and a limit.
3. **The credit line.** Confirm your WhatsApp Business Account still shares its credit line with your tool, especially after reconnecting.
4. **Meta's payment method.** If you're on the Cloud API directly, add a card in Meta's Billing Hub.
5. **Support.** If all four look fine, open a ticket with your tool and include a blocked message's timestamp.

## How do you count the messages in your flows?

Count delivered messages per conversation, then multiply. Meta charges per delivered message, so every separate bubble a lead receives is one charge. A flow step that sends a text, then an image, then a button message is three messages, not one.

1. **Pick your most common path,** from the lead's first message to a booked call or a drop-off.
2. **Count every message the lead receives** on that path, including confirmations and booking links sent inside the window.
3. **Add human replies.** Anything you or a team member types in the inbox is a service message too.
4. **Multiply by monthly conversations** per business number.
5. **Subtract 1,000** and multiply the rest by the rate for your leads' market.
6. **Check it against reality.** Meta's status webhooks mark a charged service message with `"billable": true` and pricing type `regular`; free-tier ones show `free_customer_service`.

## A worked example: Dana's monthly WhatsApp bill

Dana is an illustrative business coach, not a real client. Her numbers show how the arithmetic works.

She gets 400 WhatsApp conversations a month on one business number, all from her Instagram bio link, so no free entry point windows apply. Her qualifying flow sends 8 messages on the common path. She adds about 3 manual replies per conversation.

- Service messages per month: 400 x (8 + 3) = 4,400
- Billable after the free tier: 4,400 minus 1,000 = 3,400
- Leads in North America: 3,400 x $0.0034 = $11.56 a month
- Same flow, leads in Spain: 3,400 x $0.02 = $68.00 a month
- Same flow, leads in Germany: 3,400 x $0.055 = $187.00 a month

Now she trims the flow from 8 messages to 5 by merging texts with their buttons. That's 400 x (5 + 3) = 3,200 messages, so 2,200 billable. In Germany that drops the bill to $121.00, a saving of $66.00 a month.

The free tier also tells her when blocking would start. At 4,400 messages a month, 1,000 last about 7 days (1,000 / 4,400 x 30 ~= 6.8). With no payment method or an empty wallet, her replies would stop arriving in the first week of every month.

## Which edge cases change the math?

**Two business numbers, two free tiers.** The 1,000 is per phone number. A coach running a sales line and a support line gets 2,000 free service messages a month in total. Unused messages on one number can't cover the other.

**Leads in several countries.** Each message is priced by the recipient's country code. A mixed list means a blended rate, so estimate per market.

**The month boundary.** The free tier resets at 12am in your Messaging account's timezone, not your leads'. Messages sent near midnight count toward whichever month your account is in.

**Ad leads.** Conversations from click-to-WhatsApp ads can stay free for up to 7 days. Meta's docs don't say whether those free messages also use up your 1,000, so don't count on them being excluded from it.

**Booking links as templates.** If your tool sends the booking link as a utility template inside the window, that send is now billed. The utility rate equals the service rate in every market on the current card.

## What mistakes do coaches make with the new pricing?

1. **Assuming "replies are free" still holds.** It held from November 2024 to September 2026. Guides written in that window are now wrong on cost.
2. **Counting flow steps instead of messages.** One step can send three bubbles. Meta bills bubbles.
3. **Forgetting human replies.** Messages you type in the inbox draw from the same 1,000.
4. **Ignoring the lead's country.** A flow priced on US rates can cost 16 times more for German leads.
5. **Leaving no payment method on file.** Meta doesn't send a polite warning to the lead. The message just doesn't arrive.
6. **Padding chats to keep the window open.** Filler at hour 23 never reset the clock, and now each filler message can cost money too.

## Should you change your WhatsApp setup?

**Leave it alone** if one number sends fewer than 1,000 service messages a month. You pay nothing new, though you should still add a payment method so the 1,001st message isn't dropped.

**Trim your flows** if you're over 1,000 and your leads sit in high-rate markets like Germany, the Netherlands, or France. Every bubble you cut saves money there.

**Lean on ads** if you already run click-to-WhatsApp campaigns. Those conversations can stay free for up to 7 days.

## What this means if you use an AI setter on WhatsApp
